INURA 2025 Conference in Tampere

For the first time, INURA’s (International Network for Urban Research and Action) annual conference will take place in Finland. Hosted in Tampere, the 2025 event aims to strengthen connections with Finnish and Ukrainian academia and activism while introducing global perspectives to local contexts.

The INURA 2025 conference is exploring how war and the threat of war shape the relationship between the state and civil society, focusing on the 4th sector—the intersection of civil society, business, and public organisations—where innovative grassroots initiatives and social enterprises drive societal change. Under the theme “In war we fight – in peace we build”, the conference will examine opportunities for innovation and the challenges of sustaining civil society in conflict settings.

Using Finland and Ukraine as case studies, the key topics of the conference include Ukraine’s response to war, highlighting how civil society adapts and collaborates during conflict, and Finland’s geopolitical challenges as a country sharing a long border with Russia. The conference will also address colonial legacies and examine subtler forms of domination in Nordic welfare states, challenging the idealized narratives of these societies.
