The research project examines the practices of social work with groups which are often defined as living at the margins of Finnish society: suburban single mothers, the young at risk of exclusion, people suffering from mental and substance abuse problems, homeless people and the long-term unemployed. Social work practices are approached from the standpoints of both social workers and clients, because social work is understood as a joint construction of these two parties. The focus is on the analysis of the controlling and supporting dimensions of social work. The dilemma between these dimensions forms social work’s classical fundamental conflict. The dimensions are examined in five different contexts of social work, which are: a suburban housing estate, a supportive housing project for young people, a supportive housing project for people suffering from both mental and substance abuse problems, a project for activating the long-term unemployed and a supporting place for homeless women. All the studies share common research questions, but have also special objectives related to the context in question.
The common objectives of the research are to find answers to the following questions:
- How are social work practises based on control and support actualised in different social work contexts, and how do they co-exist in relation to each other?
- What kinds of clients’ behaviour and networks are supported, what kinds are controlled, and what kinds of criteria for societal normality and deviancy are produced simultaneously?
- What kinds of identities do the control and support dimensions of social work create for individual clients and for the different groups of clients?
- How do the dimensions of control and support reflect the current societal debate related to the state and prospects of European welfare states?
The study is qualitative and data-driven. The data sets used consist of interviews with social workers and clients, observation logs, natural institutional conversations among social workers and between social workers and clients, diaries written by social workers about their daily work, and a range of written institutional documents. The methodological framework of the research is ethnomethodology and the research methods to be used are discourse analysis and membership categorization analysis.
Results
The focus of the project has lain on an analysis of the controlling and supporting dimensions of social work. The two dimensions have been examined in five different contexts of social work, which are: a suburban housing estate, a supportive housing project for young people, a supportive housing project for people suffering from both mental and substance abuse problems, a project for activating the long-term unemployed and a support unit for homeless women. The tension between control and support on the one hand, and their intertwined nature on the other, are manifested in many ways in these social work practices. Low-income single mothers living on an estate define themselves as successfully coping with poverty and as needing support in that, but the social work office often adopts a controlling attitude towards them. In encounters with young people living in supported accommodation, support and control merge into one in the name of bringing up for adult citizenship. In the supported accommodation project for people suffering from mental health and substance abuse problems, as well as in the support point for homeless women, the caring and paternalising dimensions of support and control are the dimensions most clearly seen. In these contexts, the “normalising” task assigned to social work also gives rise to elements of support and control connected with activating the clients. At their clearest, the “activation requirement” and the challenges of responding to it are naturally present in the work of professionals encountering long-term unemployed persons. The long-term unemployed themselves, on the other hand, often categorise themselves as being “entitled” to being unemployed, due to illness and a long working career, for example, which means that they see the labour policy measures targeted to them as control rather than support. The mutual balance between control and support in the social work practices that we have studied is linked with broader trends in social policy, above all, with the prevailing opinion of the importance of citizens’ obligations in relation to their rights.
